The Penza Regional Legitimate Theater named after A.V. Lunacharsky is one of the oldest in Russia. The first theatrical season was opened in 1973 by staging of the comedy on the play of Catherine II, named “The Trickster”.
I.M. Dolgoruky, vice-governor, poet, playwright, was the initiator of this staging.
Such long history of theater existence has been remarked by noted, famous names. So, at the Penza Theater got their first theatrical impressions V.G. Belinsky, M.N. Zagoskin, V.E. Meyerhold. In different years there in Legitimate Theater were famous for their distinguished play such outstanding actors like V.P. Dolmatov, brothers Adelgame, Mamont Dalsky, the outstanding Sadovskies, A. Alridge, V.E. Meyerhold, great silent movies actor I.I. Mozzhykhin.
In the 70s of the 20th century the people's artist of the RSFSR S.M. Reingold was appointed the theatre director. This talented scene master did a lot for increasing the theater’s creative weight. Besides, it was the Penza Theater scene where for the first time were got up dramas of M.Y. Lermontov “the Spaniards” and “the Strange Man”.
The theater’s edifice was more than once remodeled and modernized, there was a technique change. At the moment building of new edifice, meeting all requirements of the modern world level stages is being proceeded.
It is a unique project for Penza, which places the Penza Legitimate Theater on the one level with the leading theaters of Russia.

The Ice centre will be located in the Okruzhnaya street.
It’s a unique project for Penza - in the territory of square which is more than 7 ha, in the nearest future will be build the newest building which satisfies all requirements of the sports facilities of the Olympic level. The territory of the sports complex adjoins the recreation and entertainment park named after Belinsky. For realization of the project invited main native and foreign specialists. Ice complex will have two arenas – central and training, as well as swimming pool and exercise room. The central platform can be easy transformed into concert-hall for 5500 seats. The sports complex planned to the end that it can be possible to take matches of the Russian championship on hockey and competitions on figure-skating and also to take training of the professionals and studies of the amateur sportsmen. Taking into use of the new Ice centre will be important step in the development of the Penza as sport capital of the region which allows to increase total carrying capacity of the region’s sports objects more than 10%. In the sports complex provided well-developed infrastructure which includes not only sports objects but also cafes, restaurants, car’s parking for 477 cars and 7 buses for club’s needs and visiting teams and other objects of the cultural and general purpose.

In recent years the capital of the Penza Region experiences rapid development, the areas of the city are expanding, residential development and stretch of road increase.
Previous storm drainage now hardly copes with the increased loads, construction of a new municipal sewage system is required.
Municipal sewer is the basis of this system.
Municipal sewer of Penza is an essential component of the community facilities of the city.
It solves a number of problems that are important for the development of the capital of the region.
First of all, acceptance of the atmospheric past precipitation collected from the city area, melted ice and underground water.
According to the data from the Housing maintenance and utilities department, more than 10000 hectare of urban lands are situated in the side of the city impound by the river Sura and effective work of the municipal sewage lines prevents the ground degradation under the roads and flooding of the ground premises of buildings and structures.
One more important task of the municipal sewer is the city’s ecology preservation. Together with the water from the streets of the city, end products of automobile fuel combustion, road surface and motor transport wheel wear dust and other matters are cleared away. Drainage effective system blocks ingress of polluted water into the rivers and basins of the region and drains it into the sewage disposal works.
Construction of a new municipal sewer allows a further developing of the town area, connecting new Penza districts to the sewage system constructed by Holding SKM group.
